LRWA Scholarship
W.J. Fournet Scholarship Award

The Louisiana Rural Water Association Scholarship Fund was created in 1998 in honor of
Mr. Willis Fournet. This scholarship fund was established by members of the Louisiana
Rural Water Association. The scholarship is presented to an individual who resides on a
water system that is a member of the LRWA and who are interested in pursuing a career
in the water or wastewater field. All applicants who apply for the grant will be screened by
the scholarship committee according to the office rules. If you are interested in applying

application or download it from the link below. Applications will be mailed to member
systems in December. If you do not receive your application, please call our office and an
application will be mailed or faxed to you.
W.J. Fournet was born and raised in Kinder, LA. He was a graduate of McNeese State
University. He began his career as an educator and a coach then retired from the Allen
Parish School System as an elementary school principal. Upon Mr. Fournet's retirement
in 1981 from Kinder Elementary School, which consisted of only a few days, he became
the director of Louisiana Rural Water Association. Mr. Fournet guided LRWA to its
present state, working with the Environmental Protection Agency, the Department of
Environmental Quality, the Department of Health, the Department of Natural Resources,
and state water and wastewater operators. Mr. Fournet retired from LRWA in December
1993. Mr. Fournet passed away one year later in December 1994. He will always be
remembered for his continuing education of not only children, but also his teaching and
training of water and wastewater operators across the state of Louisiana.
Michaela Giraud is a 2013 graduate of Salmen High School in Slidell, La
(Bayou Liberty Water Association and the recipient of the 2013 W.J. Fournet
Scholarship for the southern part of Louisiana. Michaela will graduate with a
3.5 GPA and plans to attend the University of New Orleans to obtain a degree
in Environmental and Civil Engineering. Michaela is active both in and out of
school by being a member of the Interact, Robotics, FBLA, Mu Alpha Theta,
and DECA Clubs; volunteering with the Juniors in Service and Habitat for
Humanity. Cecelia Anderson, Guidance Counselor at Salmen High School,
wrote “Having set goals for herself, she has proven herself to be dedicated and
motivated. Even though she channels a great deal of energy into her studies,
she makes time for other important activities such as her innumerable volunteer
hours devoted to the causes which are near to her heart.” “She is a person of
high moral fiber, strong work ethic, and loads of determination. Without a
doubt, I am certain that she will achieve her dream: ‘The thought of being able
to support not only myself but my family is a dream that I have long time wanted
to achieve’ ”. We would like to congratulate Michaela on her many
achievements and wish her the best of luck in her endeavors!
Jason Wallette Northwood High School, Shreveport, LA

Jason Wallette who will be graduating from Northwood High School in
Shreveport in May (Blanchard Utilities) is the recipient of the 2013 W. J.
Fournet Scholarship for the northern part of Louisiana. Jason will graduate with
a 4.0 GPA and plans to attend the Louisiana Tech University in Ruston majoring
in Mechanical Engineering. Jason is actively involved in many school activities
at Northwood including FCA Officer for 3 years, Spanish Club, captain of the
wrestling team for 3 years, member of the football team, and Athlete of the
Week winner for KSLA and KTBS news stations. He is an Art Break volunteer
and recipient of the Gold Level Renaissance Rewards Program for 4 years.
Northwood High Principal Darlene Simons stated “Jason is a role model for all
those around him and his enthusiastic attitude is contagious.” “He is very well
liked by his peers, stands up for what he believes in, and leads by example. He
is ranked 22nd in a graduating class of 279. We would like to congratulate
Jason on his many accomplishments and wish him the best of luck in his
endeavors!
